Regulatory Reform Council: “Enhancing Online Education”

I thought the requests outlined in the materials submitted by the Japan Private Universities Association at the Regulatory Reform Council meeting two sessions ago—the one titled “Enhancing Online Education”—were nicely summarized in an easy-to-understand way, and now I see they’ve been made public!

At the meeting, I made the following comments.

The fundamental problem with this issue is that the basic stance on whether or not to promote online classes and university digital transformation (DX) appears ambiguous. Until now, all systems have been based on the assumption that analog and in-person methods are better, but if we adopt the view that university DX should be promoted, I believe we should take this opportunity to eliminate all unnecessary regulations. We won’t make any progress unless we decide on this fundamental issue.

The issue of academic credit for remote classes is one that all universities are currently facing. In other words, since online classes have already been evaluated nationwide, I believe we should immediately lift the regulations based on those findings. The same applies to facilities: while regulations are currently based on the assumption that in-person, face-to-face instruction is superior, shouldn’t we move toward immediately lifting regulations that hinder the advancement of digital transformation (DX) at universities?
