Learning of Tomorrow also issued a statement as the administration changed.
The General Incorporated Association for Learning of Tomorrow proposes the following measures for the design of “post-COVID education” that will ensure uninterrupted educational opportunities even in the event of a prolonged COVID-19 pandemic, new infectious diseases, large-scale earthquakes, or other emergencies.
Statement on Promoting Education in the Post-COVID Era
September 2020
General Incorporated Association Learning of Tomorrow
Thanks to the Reiwa 1 Supplementary Budget and the Emergency Economic Measures Budget for the Novel Coronavirus, it is expected that an environment will be established this fiscal year in which every elementary and junior high school student will have their own digital device for learning.
It is necessary to create an environment where everyone can connect to the internet and learn, both at school and at home.
Furthermore, given the prolonged nature of the COVID-19 pandemic, as well as the potential for new infectious diseases, large-scale earthquakes, and other emergencies, there is a need to design a “post-COVID” education system that ensures uninterrupted educational opportunities.
We propose the following:
1.
Establishing
Online Learning Environments in Schools and Homes 1) Provide digital textbooks free of charge to all students in compulsory education. At the same time, abolish the regulation limiting the use of digital textbooks
to less than half of the total class hours for each subject.
2) Implement
policies to reduce the financial burden so that all students can learn online at home.
2. Implementation
of hybrid education combining online and in-person learning 1) Relax and make permanent the various requirements for distance education (such as the presence of a teacher on the recipient’s end and simultaneous two-way communication).
2) Promptly implement permanent deregulation in the Enforcement Regulations of the School Education Act, the Standards for the Establishment of Universities, and related ministerial ordinances and notifications—including the abolition of the 60-credit limit on media-based courses at universities.
3. Pioneering
Future-Oriented Education By introducing cutting-edge technologies such as AI, IoT, big data, VR/AR, and blockchain into education, we will move away from the standard-hour system and transition to a competency-based approach. This will enable learning that transcends grade levels and realize individually optimized learning that ensures no child is left behind.
That's all.
