“Draft Procurement Specifications” for Implementing a “One Device Per Student” Policy

Aiming to break free from the situation where Japan ranks at the bottom of the OECD in terms of ICT adoption in schools, the latest government economic stimulus package includes a plan to provide one device per student and establish a network infrastructure by 2023. It is essential to implement this plan accurately and smoothly.
To this end, the Learning of Tomorrow Association has compiled “Draft Procurement Specifications” as a guideline for the ICT environment to be established, based on the Ministry of Education, Culture, Sports, Science and Technology’s procurement guidelines and taking into account trends in technological development as well as standards in overseas educational settings.
We hope these specifications will serve as a reference for procurement officials at local governments, boards of education, and schools when formulating their own procurement specifications.
We have also compiled an overview of the use of cloud technology in education, including its benefits and points to consider; please refer to this as well.

I would like to express my gratitude to all the members of the Learning of Tomorrow Cloud Working Group for their dedicated efforts, as well as to the staff at the three ministries who reviewed the materials despite their grueling workload—so much so that I worry they might have been pulling all-nighters.
