On the Enactment of the Act on the Promotion of Information Technology in Education

On the Enactment of the Act on the Promotion of Information Technology in School Education

The “Act on the Promotion of Information Technology in School Education” (Act on the Promotion of Information Technology in School Education) has been passed and enacted by the Diet.
The Act stipulates that the national government shall formulate and implement comprehensive and systematic measures to promote the use of information technology in school education, and requires local governments to make efforts to establish implementation plans. It will serve as a driving force for significant progress in the informatization of school education.

This law was drafted by the “Parliamentary League for Promoting the Use of ICT in Education,” a bipartisan group of Diet members from both the ruling and opposition parties.
Representatives from the Learning of Tomorrow Association also participated in drafting the bill. It all began in June 2015, when the Digital Textbook and Teaching Materials Council (DiTT; now the Learning of Tomorrow Association) proposed the “enactment of the Act on the Promotion of Information Technology in Education,” prompting the parliamentary league to adopt a policy of drafting the bill.
I would like to express my gratitude to all the lawmakers and stakeholders for their efforts over the past two and a half years, and I congratulate everyone on the enactment of this law.

First, the “Digital Textbook Act” proposed by DiTT in 2012 was realized in 2018 through a government-proposed amendment to the School Education Act, and now the “Promotion Act” has also been enacted through a member-sponsored bill, marking the achievement of both goals.
I hope this law will be fully utilized and that the digitization of education in Japan—a country often considered behind the times—will advance vigorously. As Learning of Tomorrow, we are committed to further advancing the implementation of cutting-edge technologies, including AI and blockchain, in education, and to striving to make Japan’s educational environment a global leader.
