≪Study Session Overview≫
Mr. Hitomi from the Educational Environment Development Division of the Koga City Board of Education
delivered a presentation titled “Initiatives for Smart Education ICT Realized Through LTE and the Cloud.”
He introduced the educational ICT initiatives being undertaken by Koga City in Ibaraki Prefecture, which has 23 elementary schools and 9 junior high schools.
In Koga City, Koga Fifth Elementary School was designated as a model school for educational ICT, and the city began implementing the program there first.
Based on the experience gained there, and while taking the budget into consideration, the city first designated 20 elementary schools as “standard implementation schools,” providing one device for every 3 to 4 students,
“standard deployment schools,” providing one device for every 3 to 4 students, while designating the remaining three schools as “priority deployment schools” and equipping them with one device per student.
The city is proceeding cautiously, accumulating and sharing knowledge and experience from both groups, with the ultimate goal of achieving one device per student.
We are also placing particular emphasis on the “Educational ICT Evangelist Training Program.” With the goal of cultivating individuals who will lead the adoption of educational ICT in schools in the future, we are conducting educational training sessions and facilitating the exchange of ideas.
Next, I will introduce the specific deployment model.
Schools without in-house ICT professionals first require a refined and optimized model. For this reason, we decided not to set up servers at the schools, but rather to provide only tablets and peripheral devices.
Furthermore, to ensure connectivity anywhere via mobile networks, we carefully examined communication costs and other factors and, based on utilization rates, adopted LTE-compatible tablet devices.
In advancing this project, local governments and schools clearly understood each other’s roles and pursued the best possible options.
Regarding equipment procurement, we selected vendors through a proposal process targeting telecommunications carriers,
and we also succeeded in reducing overall costs by implementing a phased contracting approach.
In the future, we hope that the provision of one ICT device per student will become the norm in all elementary schools in Koga City, and we intend to work in collaboration with businesses to ensure that Koga City’s educational ICT infrastructure model spreads nationwide.
