Report on the First General Meeting of the Parliamentary League for ICT in Education for Fiscal Year 2023

I participated as an advisor, alongside Ichiya Nakamura, Executive Director of the Learning of Tomorrow Association, in the general meeting of the Parliamentary League for Promoting the Use of Information and Communications Technology (ICT) in Education (Chairman: Representative Toshiaki Endo; hereinafter referred to as the “ICT Parliamentary League”).

Five years have passed since the enactment of the “Act on the Promotion of Information Technology in School Education (2019),” and while the “GIGA School Initiative” has been implemented, we conducted hearings with relevant government ministries and agencies regarding its current status and challenges. According to the Ministry of Education, Culture, Sports, Science and Technology (MEXT), while the utilization of one device per student is progressing, there are significant disparities in usage patterns depending on the region, school, andteachers. The ministry reported that it is crucial to ensure that the “routine use of devices” becomes widespread in schools nationwide and to go beyond a simple shift from paper to digital, thereby driving a transformation in the very way children learn.
